RASA is showing its true intent...

In response to the WIA press release below RASA is now showing its true position in what it prefers in this class licence question.

In the rebuttal, language is used that to the average reader it has no meaning, even if wanting to understand further there is no citations to help in this quest. RASA is very critical of the WIA in option B of the ACMA proposal paper, then we have the case that option B offer more question than answers yet RASA is point scoring on this WIA response.

RASA likes a class licence scenario, just take this pearler of a statement from RASA in response to this question-
" ACMA can arbitrarily impose conditions on us"
RASA states -
'(sic) A class licence does not confer upon ACMA the power to make arbitrary changes without consultation – class licences work exactly the same as apparatus licences in that regard."

Sorry to say Mr. RASA, yes it does,
Please go and read the radiocommunication act article 3.4.133 in particular 3.4.133 (1)

"
(sic) 133 Conditions of class licences
(1) The ACMA may include in a class licence such conditions as it thinks fit.
(2) The conditions may, for example, include all or any of the following:
(a) a condition specifying the frequencies at which operation of radiocommunications devices is authorised under the licence;
(b) a condition specifying other technical requirements about operation of radiocommunications devices under the licence;
(c) a condition specifying the area within which operation of radiocommunications devices is authorised under the licence;"

I was very surprised in the language used by RASA as a rebuttal to the WIA response, why have you done this RASA?
I thought you wanted an open channel to work things out with politics aside, at least that is what you have been saying in many postings on your site.

Here are the facts
1/ WIA opposes all changes to the present system
2/ RASA wishes a class licence position, (Modified or not Modified) Claiming that Ministerial directives have no effect, when the legislation states exactly the opposite.

RASA, The question begs Why?

People note the close ties of RASA office bearers of a past consultancy association with the AMC (Public Knowledge)

The urgency felt by the WIA, to me seems very indicative of what kind of outcome they really like to take place.
The rest is just show with smoke and mirrors. Sorry I don't trust an organization that advocates changes that alter the fundamental long standing structure of the Amateur Radio Service.

There is a very old saying "IF IT IS NOT BROKEN DO NOT TRY TO FIX IT . or in rural parlance IF IT AINT BROKE DONT FIX IT. I do not think its broke but it might be soon!
