If you like me purchased a cable on eBay some time ago the chances are that the chip in the cable is not a prolific chip but a clone, in Windows 10 the non genuine chips are now detected stopping you from using the cable.

There is a fix.
Download the attached driver
Unplug the cable from your computer
Uninstall the device showing the error message and delete the driver.
Unpack the downloaded folder, open the folder and click on "PL2303_Prolific_GPS_1013_20090319.exe"
This will install the driver, when installation is done reboot your computer.
Once your machine has rebooted, plug you cable in a USB port and you will find it's now working as confirmed in device manager.

There is more going on and requires group policy changes to overcome the issues.
The attached document guides you to the required policy changes stopping Microsoft in forcing the driver change or disable same. All the policies beginning with the word prevent but for the last two require the changes.

It has been three days since the above changes have been made, as of this time the above patches have worked with the cable driver not been interfered with by Microsoft. Looks like some of the information on the WWW is incomplete.
As the ability to automatically install the driver is removed by the above patches, the application of the patches for all the ports that you are likely to use must be done, not doing so will restrict you to the USB port you applied the patches to.
