Leo Bodner with his GPS referenced unit uses a similar system, not withstanding that he claims low jitter, in fact he has issues with division when the frequencies are not exact integers hence produce high jitter values.
For a simple reference or frequency generation to an accuracy of just a few parts per million the above is useful, but dividing down to 1 Hertz for a phase lock is not ideal and contusive to jitter even on integer frequencies.
